India faces huge challenges over the next 16 years as its urban population rises from 31% to 50% of the total population, says Vijay Shhiber, the country's Secretary at the Ministry of Road Transport and Highways. The goal of upgrading inter-city infrastructure is likely to be the most challenging, with the needed capital raised through state funding and public-private partnerships.
